I usually recommend soaking florist foam in water treated with florist food.  For Christmas greens, however, I usually recommend just using clear water.

Use a deep container and "float soak" the foam.  Do NOT force the foam under water - let it soak up water naturally.  Fresh foam soaks up water quickly and becomes fully saturated within minutes.

Give it time.  Dry spots in florist foam can mean death to a stem of flower inserted into the foam.  Pushing wet foam into a tight vase can squeeze out some of the water and cause it to overflow.

After pushing the foam into the vase, I add more water to replace the amount that overflowed out when pushing the foam into the vase.

Cut the foam off to about 2 inches above the container lip (higher if the candy canes are taller.

The goal is for the foam to be above the top edge of the candy canes so lateral branches of greens can be inserted from the sides.
